Classification 9403(3), Document Destruction – including mobile paper shredding
The WCIRB performed a comprehensive study of the classifications included in the Salvage Material Dealers Industry Group. This study found that the salvage, disposal and recycling industries have converged and the Industry Group was renamed to the Recycling and Refuse Management Industry Group.
In addition, several classifications were amended and the WCIRB proposed the new Classification 9403(3), Document Destruction – including mobile paper shredding, to apply to employers that conduct mobile paper shredding and document destruction. These amendments and this new classification were adopted by the Insurance Commissioner and are effective January 1, 2019.
The employers assignable to Classification 9403(3) were previously assigned to Classification 8264(1), Paper Stock Dealers – secondhand. The study found that mobile paper shredding and document destruction was a distinct operation within Classification 8264(1) and was characterized by operating trucks on a route basis to collect paper documents for destruction and disposal or recycling. These operations closely resemble those of Classification 9403(1), which applies to the collection of household and commercial waste and the curbside collection of recyclables such as beverage containers for transport to transfer stations, material recovery facilities or disposal sites.
Employers that recycle paper but do not conduct mobile paper shredding and document destruction are assigned to Classification 9424(2), Recycled Material Dealers – N.O.C.
